"Can I drive it on the road?" is the question we hear most. In North Carolina the answer depends on whether you have a golf cart or a low-speed vehicle (LSV), and on where you live.
Golf carts
A standard golf cart isn't a registered road vehicle. Towns and counties can allow golf carts on some of their streets by ordinance, and many beach towns have their own permit or registration programs. Where carts are allowed on streets, state law sets the minimum driver age at 16.
Before you ride on a street, check with your town. Rules change, and they differ between neighboring towns.
Low-speed vehicles (LSVs)
An LSV is a four-wheeled vehicle with a top speed above 20 and up to 25 mph that meets federal safety equipment rules: headlights, tail and brake lights, turn signals, mirrors, a windshield, seat belts and a 17-digit VIN.
- In North Carolina an LSV must be titled, registered and insured, and the driver needs a license.
- LSVs may be driven on streets with a posted speed limit of 35 mph or less.
Can a golf cart be converted to an LSV?
Adding lights and a windshield doesn't by itself make a cart an LSV. Titling and registration follow the vehicle's manufacturer certification, so ask us before you buy if street-legal matters to you, and check with the NCDMV.
